وحيث أن, specific learning disabilities consist of a range of neurological conditions that interfere with the ability to store, process, or produce information; and

وحيث أن, specific learning disabilities may include dyslexia, dysgraphia, ADHD, and other processing disorders; and

 وحيث أن, early identification of and programming for students with specific learning disabilities is critical to the individual's well-being;
